2026-2027 On-Call Materials

Sampling and Testing Services

 

Franklin County solicits interest from firms who wish to be evaluated and considered to be placed on a roster that will provide services for on-call material sampling and testing. After a firm joins the County’s roster and maintains good standing, they can renew their agreement with requested submittals listed at the time.

 Agreements may be awarded for a two-year duration (calendar year 2026 - 2027). The agreement amounts may range from approximately $0 to $35,000 per year.

 Services shall include the sampling and testing of roadway and building construction materials including, but not limited to: hot mix asphalt, cement concrete, aggregates, soils, high performance coatings, fireproofing, bolted connections, welded connections, concrete masonry units, and related work.

The consultant shall be familiar with applicable ASTM, AASHTO, WSDOT, AWS, and ACI standards and testing methods. The consultant shall have a laboratory that is accredited by AASHTO for materials sampling and testing.

Request for Proposals must be received at the Franklin County Public Works Office, 3416 Stearman Ave, Pasco, WA, no later than 3:30 PM on Thursday, January 29th, 2026.
